: (1) Regarding the exchange of postal items by post, if the Government of Nepal has an agreement with the member states of the Universal Postal Union or any other foreign country, on the basis of the same agreement and if there is no agreement, it is the right of the member states. On the basis of the convention of the Postal Union and in the case of any other foreign country that is not a member state, on the basis of mutual agreement, the government of Nepal can determine the postal fees and other customs charges for sending postal items by publishing a notice in the Nepal Gazette.
(2) The Government of Nepal may make regulations regarding the conditions and restrictions for collection of duties and customs prescribed as per sub-section (1).
